CONDITIONS AND COSTS
GENERAL PRINCIPLES
The LIX is a neutral facility offered to Internet Service Providers (ISPs) by RESTENA Foundation, the national network for education and research, to easily interconnect within Luxembourg and thus to improve connectivity for their customers. Its main purpose is to prevent traffic between Luxembourg Internet users to load expensive international lines.
The LIX is a physical interconnect. ISPs may connect to this interconnect point at one location by connecting their router to the common LIX infrastructure.
The LIX is not an ISP and is not intended for the sale of Internet connectivity. The LIX provides connectivity only at the LAN level. It is each LIX member's responsibility to establish peering agreements with other members. A LIX member is not required to peer with all the other LIX members.
RESTENA will charge an annual fee for the provision of the LIX infrastructure and for administrative expenses.
The LIX membership of an ISP which has signed this agreement will take effect with the RESTENA's countersignature. RESTENA reserves the right to update or modify the clauses of this membership agreement at three months notice. Such modifications will take effect unless the LIX member objects to the modifications within that period.
The present membership agreement shall be governed by and construed in accordance with the law of Luxembourg. The parties to this membership agreement will conform to the applicable laws. Any dispute, controversy or claim arising out of this agreement shall be settled by the competent courts in Luxembourg.
PREREQUISITES FOR LIX MEMBERSHIP
A LIX member is required to have its own Autonomous System Number (AS).
RESPONSABILITIES OF LIX MEMBERS
Members are responsible for purchase, insurance, configuration, maintenance and operation of their equipment and lines. Telecommunication lines which terminate at the LIX have to be explicitly agreed with RESTENA prior to their installation. Each LIX member is only liable for direct damages which are a result of proven negligence or misuse on account of the connected ISP. In case of these damages the ISP can only be held liable provided that the involved ISP will be informed in writing within 5 days following the incident specifying the nature, degree and evidence of the damage.
No action arising out of this agreement may be brought by any party more than 6 months after the cause of the action has arisen.
Traffic is only permitted between LIX members having an explicit peering agreement. Injection of traffic into routers of non-peers is prohibited. The required routing protocol for peerings is BGP4. Internal routing protocols must not be used on nor be exported to the common exchange medium.
LIX members are expected to behave as good netizens and will take appropriate precautions to prevent harm to the network.
LIX members will document their peering status in the RIPE data base and notify RESTENA of any changes.
INTERCONNECTION POLICY
Peering with all ISPs on the LIX is not mandatory
Separate peering agreements have to be negociated, you are however asked to have at least one peering active;
Use the BGP version 4 routing protocol.
CHARGING
LIX services are provided on a not-for-profit basis; hence tariffs aim at cost recovery only.
RESTENA will charge each LIX member an annual tariff of € 500,00 VAT included.
The annual charge includes the connection to one switch port on the LIX switch and LIX technical and administrative management.
The annual charge is due in advance per calendar year. If the agreement does not cover a full calendar year the same annual amount is charged, nevertheless.
The agreement is valid for one calendar year and is extended automatically for a subsequent year if not explicitly terminated by either party at three months notice.
